1. Budgam gunfight: Indian forces claim one militant killed

According to Kashmir Reader, one person was killed late on Tuesday during a joint operation by Indian forces in the Gurwatkalan area of Budgam district; forces described him as a militant. The area was cordoned off, extra personnel were deployed, and the operation is continuing. Citing official sources, The Daily Guardian identified the man as Asif Fouji alias Mussa and placed the encounter in the forest area of Khansahib. These claims could not be independently verified.

2. Statehood resolution passed; BJP walks out and moves motion against Speaker

According to PTI, the IIOJK Assembly on 28 September passed, by voice vote, a resolution moved by Chief Minister Omar Abdullah demanding the "immediate and urgent restoration of full statehood". Kashmir Observer reports that on Tuesday the BJP called the resolution "unconstitutional", submitted a motion to remove Speaker Abdul Rahim Rather, and walked out during Question Hour after sloganeering. The Speaker said such a motion can only come up after 14 days under Rule 215.

3. Row over senior officials' letters opposing the resolution

According to Kashmir Observer, Chief Secretary Atal Dulloo and Law Secretary Achal Sethi wrote separately to the Assembly Secretariat arguing the matter was sub judice. Omar Abdullah said that despite being both Law Minister and Chief Minister, he had no knowledge of the letters. The episode has sparked debate over the powers of the elected government in the Union Territory.

4. APHC: Kashmir dispute cannot be settled by military might

According to Radio Pakistan and KMS, All Parties Hurriyat Conference spokesman Advocate Abdul Rashid Minhas said Kashmir is a core dispute between the two nuclear powers of South Asia and urged India to abandon its policy of military force. He called for UN intervention and said Kashmiris remain committed to their demand for the right to self-determination.

5. Bihar resident detained near International Border in Samba

Kashmir Observer, citing PTI, reports that Tara Chand, a resident of Bihar's Araria district, was detained for questioning near the International Border in the Ramgarh sector of Samba district. Authorities claim his phone contained several Pakistani numbers and a VPN. He has been handed over to police for further investigation.

6. "Demography Commission" seeks religion-wise data; Owaisi alleges Muslims are being targeted

According to IANS (via Siasat) and Aaj Tak, the High-Level Committee on Demographic Changes set up by India's Home Ministry has asked states for 15 years of religion-wise data, including births, vehicle registrations, school enrolment, property transactions and details of religious structures. AIMIM president Asaduddin Owaisi said the commission's aim is not better policymaking but to "twist and distort the data" to target Muslims, and linked the move to plans for a National Register of Citizens (NRC).

7. Report on demolitions of mosques, madrasas and Muslim properties

An investigation by Muslim Network TV recorded 2,166 reported cases of demolition and eviction involving mosques, madrasas, shrines and other Muslim religious and community properties in India between 2020 and 2026; the report notes the figure includes partial demolitions and some overlapping cases. According to Daily Independent, in a recent action part of the Madina Mosque in Delhi's Shalimar Bagh was demolished at night, with authorities citing road widening and encroachment. KMS also reported the figures on 29 September.
